The daycare teachers will come round. It might be that someone else provokes him, and then the teacher sees response.
I read a study somewhere that children in pre-school (before they are physically able to be sociable) are not trying to be mean exactly, it's just how others perceive it.
If I were the clerk, I'd have given you a muffin, then paid for it out of my own pocket if needed. He probably did not. Most stuff gets thrown out anyway at the end of the day.
